Biography廖本懷在大學修讀建築，1960年加入香港政府工作，1973年任房屋署署長，1980年升任房屋司及兼任房屋委員會主席，1985年出任政務司，1989年退休。
Donald Liao Poon-huai studied architecture at university. He joined the Housing Department in 1960 and became the Director of the Housing in 1973, and Secretary for Housing in 1980 and Secretary for District Administration in 1985. Liao retired in 1989.
