BiographyBorn and raised in Macau, Professor Kuan Hsin-chi was educated in Taiwan and Germany. Kuan later became involved in the Article 45 Concern Group, and was Chairman of the Civic Party and Chairman of the Citizen Advisory Committee of the ICAC. At the time of the interview, he was Professor of Government and Public Administration at the Chinese University of Hong Kong.
